Botulism: immediate treatment in clinical case of botulism

a new case of botulism was recorded on june 27 in kherson oblast. on june 30, the patient was treated with anti-botulism serum, provided by the state enterprise ukrvaktsina of the ministry of health of ukraine. the patient is now in stable condition and undergoing treatment at the hospital. ukrainians are currently provided with canadian-produced serums delivered by the united nations development program (undp) in ukraine as humanitarian aid upon the request of the ministry of health of ukraine.

july 1st 2018 marks a significant step forward in the process of healthcare system transformation in ukraine. the first phc providers, both communal and private facilities, which have signed contracts with the national health service of ukraine (nhsu), start operating under the new financing model based on the "money follows the patient" principle. at the meantime, all primary care facilities start providing services in full compliance with the procedure for provision of primary care services (moh order no. 504), which defines a clear set of primary care services (the guaranteed benefit package) that will be covered by the state and paid by the nhsu.

12 private PHC providers signed agreements with the NHSU

twelve private phc providers have signed agreements with the national health service of ukraine and will receive funding under the new healthcare financing model. a complete list of agreements signed between the nhs of ukraine and primary care facilities, including private phc providers, was published on the nhsu official website. for the first time ever, private phc and physicians will have a precise list of the services to provide, and the state will pay for these services under a modern capitation model.

Rational use of medicines: the provision of medicines and healthcare products in the context of the ongoing healthcare transformation in Ukraine

for the first time in many years, the state has significantly improved the mechanisms for the efficient provision of medicines and healthcare products to the citizens of ukraine. the effective procurement through international organizations allowed covering 100% of the hospitals’ demands for 12 categories of medicines and healthcare products. the "affordable medicines" program is being actively implemented and expanded – today, every third pharmacy in ukraine releases fully or partially reimbursable medicines to millions of ukrainians. on june 25, 2018 the current achievements and future prospects in the medicine provision were discussed at the extended meeting of the ministry of health of ukraine, chaired by the prime minister of ukraine. the meeting was also attended by representatives of the ministry of finance, the ministry of economic development and trade, the ministry of justice, regional health departments, medical community, patient and anti-corruption organizations.

Pavlo Kovtoniuk: All primary care facilities should have independent management and sign agreements with NHSU by the end of 2018

by the end of 2018, all healthcare facilities should switch to independent management as non-profit enterprises owned by local government, and primary care providers should sign contracts with the national health service of ukraine (nhsu). “this is the key objective for local authorities”, underlined pavlo kovtoniuk, deputy minister of health of ukraine, during “an hour of questions to the government” at ukrainian parliament on june 22, 2018.
